Cmd+Shift+Tab should reopen last tab of current window, not last window closed

I don't know when this changed, but I notice that if I have just closed a window, and now want to reopen a tab in the current window, I naturally press Cmd+Shift+T, expecting it to, you know, open the last tab. Insted it reopens the window I just closed. While techncially that window did have a tab, there is already a command and shortcut (Cmd+Shift+N) to open the last closed window. Please make Cmd+Shift+T do the sensible thing.
