Please split "Homepage and new windows" into two options

I like having new tab and new window default to a blank page to avoid getting distracted.

Unfortunately my homepage is being controlled by corporate policy, which means every time I open a new window I get bounced to our corporate intranet which then asks me to log in and is both jarring and slow.

It'd be great if I could still have a blank page be my default new window behavior without having to affect the homepage setting, too.
