Need ability to change foreground/background settings at will

I am visiually impaired.   I need the ability to change the foreground/background from white to black at will, regardless where I am in a screen, whether I'm in a corporate website or a setting screen, things of that nature.  For example when I'm in an Apple setting screen, I'm able to change the background from white to black and change the font from black to white.   This is an ideal setting.   When I'm in a corporate website,  by default it is set to white background and I'm locked out so I can't change it.    I need the ability to be able to change it at will throughout.    The white background is blinding and the low font settings are hard to see.

This very page that I'm writing to you on, it is by dafault set on white background, I'm not able to switch to black; and the font is too low, I was able to change the font type and bold it, but that's it.  I can't change it.  I need to.

Any help would be greatly appreciated.   keep the process simple.
