Make the "what's new" tab respect browser.tabs.insertAfterCurrent

Make it so the "what's new" tab that opens after an update respects the browser.tabs.insertAfterCurrent setting after restoring a session.

I have hundreds of tabs open and it is annoying to find my back to where I was after the "what's new" tab opens as the very last tab, when updating firefox and restoring the last session.
