Make the 404 experience better

Right now, when I navigating to a 404 Not found page (and its empty)

HTTP/1.1 404 Not Found
Content-Length: 0
Date: Sun, 22 Oct 2023 06:51:55 GMT

Then, don't just show a blank page, instead show something, like Chrome does it, that explains the problem

This localhost page can’t be found

No web page was found for the web address: https://localhost:7177/Account/Login?ReturnUrl=%2FHome%2Fsecure
