MacOS Command ` (application window switching shortcut) should also switch to Full Screen windows

(Firefox Version: 115.6.0esr (64-bit), Mac OS 10.13.6 High Sierra)

Context: MacOS has a navigation shortcut to switch application's windows.

Issue: If Firefox has multiple windows with some in Full Screen, the shortcut will only switch to windows that a not in Full Screen.

Steps to reproduce:

1 - Start Firefox with one regular window. The number of tabs is irrelevant.

2 - Open 2 windows with the last one in Full Screen. The windows should be in order: regular, regular, full screen.

3 - from the Window Menu, select the Start window

2 - Press Command ` once -> the next window will be the other regular window

3 - Press Command ` once again

Expected Result: The Full-Screen window is displayed

Actual Result: Firefox will skip the Full Screen window and display the Start Window

When an application window goes into Full-Screen mode, Mac Os creates some kind of new workspace that can be accessed by pressing CTRL + ->. The steps would be:

1 - Firefox has one window in Full-Screen (no other app has a Full-Screen window)

2 - From a Firefox regular window or any application, press CTRL + ->

3 - Firefox Full-Screen window is displayed

4 - press CTRL + <-

5 - You get back to the workspace you had at step 2.

Agree, this should be addressed. Should be able to use same keyboard shortcut, COMMAND ~ (tilde)  to move among all Firefox windows, including those containing a full-screen video.

The OS-wide shortcut mentioned is a workaround, but Mozilla should fix the behavior.
