Carousels on webpages should default to paralyzed until user allows them to spin

Hasn't it been a really long time since blinking/flashing text and pop-up windows were eliminated or neutralized on webpages?  Why haven't carousels yet been added to the list of annoying spinning things which default to off or closed until activated by the user?

I would be very grateful for anything that allows webpages to have no moving images at all until they are enabled. Turning off all carousels and gifs would be part of that. I can manually change the settings to reduce most, but carousels don't register in the "prefers reduced motion" settings. Including an option to turn off all movement would make web-browsing a pleasure again.
