Add "SM2" as a new algorithm for PGP in ThunderBird

As well all know, "SM2“ is diff from ECC and much faster than RSA with much smaller size in bits (256bits as a fixed size only). And it's been recognized by ISO and other related orgs.

Now since gunPG has implemented it, any plans for it for ThunderBird?
