I have multiple Microsoft accounts with 2 factor authentication. I know the email accounts and passwords are correct as I can login using them independent of Thunderbird.
However Thunderbird continually pops up an error window with "login to server pop-mail.outlook.com with username example@hotmail.com failed. Options 'Retry' 'Enter new password' or 'Cancel'.
This happens for every Microsoft account.

I too have a similar issue. I was able to change T-bird settings for the MS IMAP server to use OAUTH2 in the pulldown menu, but T-bird pulldown does NOT show OAUTH2 for SMTP as an option. As a result, I cannot SEND email for my @live.com email account. I think T-bird needs a fix.

I had similar trouble connecting the Thunderbird email client to my 'name'@outlook.com account.
I found this useful Microsoft support page:
POP, IMAP, and SMTP settings for Outlook.com - Microsoft Support
Basically, you must login to outlook.com, dig into the account settings, and tell it to allow the IMAP protocol.
Perhaps the development team could prompt new Thunderbird users to do this special step for setting up to use an outlook.com email account.
