Try to change it to 0 and then try to change the font size (to any comfortable value) in Windows system settings. That just made the trick for me, tab fonts became as they was before and UI is scaled normally.
This actually worked. Still bit messed up with all this font sizes, but at least UI is not enormous anymore. Thank you so much, you helped me unspeakably!
