Add Support for debugger API

Some extensions require access to the debugger API. It might be great to add support for that in Firefox, especially that Edge, Chrome, and some browsers more minor than Firefox, like Opera, provide such support.

I don't think this is on the current roadmap, but it's something we've been discussing in the past. Hope we can make a progress towards support of standard cross-browser WebExtension Debugger API.
