window.navigator.userAgent is unchanged when privacy.resistFingerprinting is set

While privacy.resistFingerprinting changes the user-agent header, it does not change the value of constant window.navigator.userAgent in JavaScript, which strikes me a a flaw. Is this intended behavior?
