Why doesn't firefox query HTTPS resource records when DoH is disabled?

Some users may use a local DNS proxy (e.g. systemd-resolved, dnscrypt-proxy, etc) to encrypt DNS traffic, does this mean that they can't use network.dns.use_https_rr_as_altsvc or Encrypted Client Hello?

I would like to know it too. Chromium based browsers (Chrome, Edge, Opera) make type65 (HTTPS) DNS requests without DoH enabled.
