Why does progressing the Idea journey seem arbitrary?

Making moves

There are a lot of New ideas with hundreds of kudos and comments after 2 to 3 years but they haven't been promoted to Trending idea.

On the other hand, there are Trending ideas with less than 10 kudos and just a few months old.

When would worthwhile New ideas be promoted?

I think it's pretty obvious that things are promoted/implemented based on whether Mozilla wants the feature rather than what users want.  They are also more likely to do things that are easy than difficult with the resources they have.

To be fair people on here are only a tiny fraction of the total usership, and most probably an atypical one at that.

It may be so. It feels like coming up with ideas is in vain then. It doesn't make sense to kudo anymore.
