Android Nightly Toolbar

Now the tool bar on Android Nightly is on the bottom and can not moved in settings / customize.
Is it possible to give me the option to have the tool bar back on top or at least add the option to have the toolbar on top in "Customize"?

I am not a fan of changing the GUI and having the changes "on" by default.  Based on the way I use Nightly, it is really inconvenient when it changes all of a sudden and even more inconvenient when I can not change it back to the way I like it.

This is also an accessibility issue for people. It's also just poor ui design to allow moving the url bar but not the toolbar.

Seriously, what would it take to give me the option to have the tool bar back on the top.  I really don't like it on the bottom ...
